The Ballard administration goes through Animal Care & Control directors like kleenex. WRTV's Kara Kenney is reporting that the agency's 11th director in the past dozen years, Dennis Papenmeier, has been placed on administrative leave pending the outcome of an internal investigation. “This was a move initiated by the DPS Director’s Office that removes Dennis from his day-to-day function as Chief of ACC for the time during which the internal investigation takes place and until it is completed,” DPS Spokesman Al Larsen said. “The Director’s Office will assume the necessary ACC responsibilities during the time of the admin leave.”

You might look into why Noelle Malatestinic left her Neighborhood Liasion position when Mr. Papenmeier was her supervisor. You might look into why Mr. Papenmeier was "transferred" from managing the Neighborhod Liasion office to a DPW position and not fired at that time.
