In 1995, Hopsicker reports that Ruslan formed a company called the "Congress of Chechen International Organizations." Ruslan even listed his former American spy father-in-law's home in Rockville, Maryland as the address for the organization. Fuller confirmed this past weekend that Ruslan resided in his home for at least a year while he was married to his daughter. Ruslan's organization provided funding to a charity, Benevolence International, that would later be designated "financiers of terrorism" by the U.S. Treasury Department and shut down by former U.S. Attorney Patrick Fitzgerald after 9/11. Yes, the same prosecutor who sent some of Obama's closest pals, including Tony Rezko and former Illinois Gov. Rod Blagojevich, to prison. The group aided Sheikh Faithi, who Fitzgerald would later describe in an indictment as "a major conduit for providing material support for the Chechen rebels." Hopsicker notes that Fathi would later "gain a measure of infamy" when it would be learned that he introduced a major Al Qaeda operative to the fight in Afghanistan, Al Khattab, who became the commander of the so-called 20th hijacker from 9/11, Zaccarias Mossaoui.
Hopsicker shows a letter used by Fitzgerald in the prosecution of Faithi in which a representative of Ruslan's organization is thanking Benevolence International for providing shoes to Chechens. The shoes, according to Fitzgerald's indictment, were actually anti-mine boots for the Chechen Mujahideen to use in their fight against the Russian army. Hopsicker wonders if Ruslan's organization was acting as a cut-out for the CIA given his close ties to Fuller. Hopsicker also notes a report by Bloomberg that Ruslan started working for USAID as a consultant again in 2008. "Using the home address of a top CIA official under President Ronald Reagan, who had also, and perhaps not coincidentally, been the author of a famous memo that eventually led Oliver North to step off a plane in Iran with TOW missiles in one hand and a cake for the Ayatollah in the other, Ruslan Tsarni's Congress of Chechens put into practice the CIA's unacknowledged policy in the former Soviet Republics," Hopsicker concludes.
Another independent investigative journalist, Wayne Madsen, is citing a Russian news report by Izvestia, for the proposition that Tamerlan Tsaraev attended seminars run by the Caucasus Fund of Georgia, a group affiliated with the neo-conservative think tank, the Jamestown Foundation, between January and July 2012 as part of a covert CIA program run through the Republic of Georgia during the trip the U.S. media is now trying to convince us that he became a radicalized Islamist. "The ultimate goal of the CIA’s campaign was for the Muslim inhabitants of the region to declare independence from Moscow and tilt toward the U.S. Wahhabi Muslim-run governments of Saudi Arabia and Qatar," Madsen writes.

UPDATE: The Daily Mail is reporting that Saudi officials denied an entry visa to Tamerlan in December, 2011 and sent a warning to the Department of Homeland Security about him:
The Kingdom of Saudi Arabia sent a written warning about accused Boston Marathon bomber Tamerlan Tsarnaev to the U.S. Department of Homeland Security in 2012, long before pressure-cooker blasts killed three and injured hundreds, according to a senior Saudi government official with direct knowledge of the document.
The Saudi warning, the official told MailOnline, was separate from the multiple red flags raised by Russian intelligence in 2011, and was based on human intelligence developed independently in Yemen.
Citing security concerns, the Saudi government also denied an entry visa to the elder Tsarnaev brother in December 2011, when he hoped to make a pilgrimage to Mecca, the source said. Tsarnaev's plans to visit Saudi Arabia have not been previously disclosed.
The Saudis' warning to the U.S. government was also shared with the British government. 'It was very specific’ and warned that 'something was going to happen in a major U.S. city,' the Saudi official said during an extensive interview.
It 'did name Tamerlan specifically,' he added. The 'government-to-government' letter, which he said was sent to the Department of Homeland Security at the highest level, did not name Boston or suggest a date for his planned attack.
Meanwhile, there's yet another report about how the Obama administration is funding Al Qaeda to do its dirty work in Syria:
Russia delivered to the Obama administration a list of the names of al-Qaida members among the Syrian rebels, who are receiving arms shipments coordinated by the U.S., according to informed Middle Eastern security officials.
The list, the officials added, demonstrates the U.S. is failing to vet the rebels being supported by the West for ties to al-Qaida and other jihad groups.
The information comes amid scores of news media reports that the Obama administration is aiding the rebels, including by coordinating Arab arms shipments.
The arming of Syrian rebels is considered highly controversial. A major issue is the inclusion of jihadists, including al-Qaida, among the ranks of the Free Syrian Army and other Syrian opposition groups.
