Kelly Helfrich is Program Director at Vision Fleet, the company the Ballard administration entered into that controversial 7-year, $32 million, no-bid contract to acquire a fleet of electric cars. Notice the phone number used by Helfrich is a Michigan number. The local address used by the company is still the same address used by the Indy Partnership, the Central Indiana Corporate Partnership and that for-profit company that serves as Vision Fleet's registered agent. CleanTech Systems Solutions, Inc., which was incorporated by Mark Miles, Paul Mitchell and David Johnson.
