He did propose items: Having the Mayor (whoever wins) take back operational control of the police force and reduce district size.<BR/><BR/>What he didin't do, and what his critics (Peterson supporters) complain he does not do, is propose detailed spending plans with tax revenue counted to the dime.<BR/><BR/>That's what Peterson does, and it's why he is in trouble.
