When IPS had a referendum, we were told that no staff could be involved while on school property and that no school resources like email, copy machines, phones or even phone lists could be used. We were told it was a state law. The big question is how much per student should the state give school districts? The law suit may solve that question, but I seriously doubt it. I think the township school will start having to think outside the box. They may have to band together and pool their resources. Maybe they could purchase vehicles, supplies and food in bulk to get cheaper prices. Find a way to stop the monopoly on the limited number of contractors who build schools at outrageous inflated prices. And that's just for 'phase 1'. All above the caps. <br /><br />There are certain areas of the referendum law that need to be addressed. Using the government's assets to promote any referendum should be banned. The ability to run a referendum during a non-election year should be banned. And, referenda should only be allowed in Novemeber. The basic problem in Franklin Township is that there was no planning done to accommodate the growth in housing that has happened in the last 5 years. The previous superintendent spent money like it was water. He even chartered private jets to fly to conferences and meetings around the country. The new superintendent Walter Bourke was left with a huge mess, a expanding student body and declining tax revenue. Throw in the late collection of property taxes (where was the state of Indiana to offer a loan to the schools... opps they were too busy offering it to the CIB) which caused them to go to Indy Bond Bank to cover expenses and of course add in the extra cost of borrowing the money and you see the problem. They have slashed spending and staff at the schools but it still won't be enough to stem the tide of the declining tax revenues . Another huge problem is they never encouraged retail business or industry in the township causing the school costs to be picked up by the home owners. Ex.Mayor Goldsmith didn't help the township out when he sold a huge tract of land that the Gas Company owned in the township that has become the largest (Wildcat Run)subdivision in Franklin Township. They have built two new elementary, a 5th,6th, and a 7th,8th and a new Freshman Academy school in the last four years. Throw in the expansion on the High School and we are up to our ears in bond payments. It will be interesting to see how the law suit progresses with Hamilton Southeastern against the state.
