Then a developer approved by the Shadow Government will be selected to build an "Upscale" Development - apartments and trendy retail outlets. The color of the building will be what else Cow Pie Brown. <br /><br />Of course the chosen one or ones to develop the property will need financial help (read Corporate Welfare) to complete the development. <br /><br />For the Laws to work, we must have some Governmental Entity to note the Law has been violated and a court to rule, that the law in fact has been violated. <br /><br />If the Legal System fails to act the Fourth Estate of the Press should enlighten the citizens of the failure, and demand that the Law be followed. <br /><br />Here in Marion County the Three Branches of Government act as one in supporting Crony-Capitalism. <br /><br />The Press here in Indy also act as one in supporting Crony-Capitalism. <br /><br />I can see and hear all the swooning, giddy laughter and fawning by our Corporate Press when the plans to replace the CCB are announced. They’re n...All of this revolves around City Market. They’re not going to tear down or relocate City Market, and they really want Indianapolis to be one of those towns with an awesome public market that looks great on television and travel shows.<br /><br />They also know, primarily because I've told them, that Indy's City Market will always be hamstrung by having the gritty criminal courts right across the street, with all that entails.<br /><br />Since they can't or won't move City Market, they're going to move everything that impedes City Market. The question is why they're going to close and tear down the City-County Building. Government employees are good trade for the market, and the CCB is not unattractive. Perhaps they think the CCB casts too much of a shadow over the Market and makes the Market entrance too gloomy.<br /><br />I more likely suspect that a great deal of the desire to close the CCB is just profiteering. They can tear it down, so they will tear it down, and a demolition contractor stands to make a lot of money, with all reciprocal obligations such a contract brings. I also suspect that a lot of the Indy elite who work at the CCB just don’t like a downtown or very urban setting, so they’ll be happier being a bit out of downtown. Lord knows what relocated CCB employees will do for lunch out in the middle of nowhere.<br /><br />I further suspect that there’s a master plan for the CCB lot that will be revealed to Indy when the article is written for Tully. Perhaps they only supply Tully with an outline; who knows? With the CCB gone, the Market can have a grand front yard with more attractions and a permanent playground and event space for the games and conventions at the two stadiums. Perhaps some of the CCB lot will be parking for the Market. The CCB already has a nice underground garage that could be used for the Market. They would only need to tear down the CCB to ground level.<br /><br />Look at the map. If they tear down the CCB and the jails, they will have a contiguous lot from Market to Maryland, from Delaware to Alabama. At the north end of this mall will be the City Market, and the south end will be nearly the northeast corner of Banker’s Life Fieldhouse. A decent architect can build one hell of a tourist destination on such grounds. Supposedly they'll take it up at the next meeting. However, those contracts are void by operation of law as Mansfield pointed out. Plus, the Auditor has refused to pay them. Still it would have been nice for the council to have a backbone for once.Paul K. This process is nothing more than a charade. This deal was all but signed, sealed and delivered a year ago. Yes, if we actually had federal or state prosecutors who did their job, lots of people in this administration, including Mayor Ballard, would have been criminally charged for any number of criminal laws they've violated over the past several years. I have no respect for this administration because it has no respect for the laws they are bound to uphold.
